Ministry of Rural Development Announces Guidelines for DILRMP 3.0 to Modernize Land Records
The Ministry of Rural Development has released guidelines for the Digital India Land Records Modernization Programme 3.0. With a budget of ₹565.50 crore, this five-year plan aims to make land administration transparent and citizen-centric. Key features include a GIS-enabled land stack, unique identification numbers, and paperless registration, significantly reducing the need for citizens to visit government offices.
VIMARSHNAARAD TVThe Department of Land Resources under the Ministry of Rural Development is launching the Digital India Land Records Modernization Programme (DILRMP) 3.0 to enhance transparency and accessibility in land administration. The official guidelines, set for release on September 10, 2026, cover the period from 2026 to 2031. The central sector scheme has been allocated a financial outlay of ₹565.50 crore.
Building on the success of previous phases, the program focuses on developing a comprehensive 'Land Stack.' This digital public infrastructure will integrate maps, ownership details, and court cases into a single, interoperable ecosystem. The department aims to create a system that is future-ready and efficient for all stakeholders.
Under the initiative, every land parcel will be assigned a 14-digit Unique Land Parcel Identification Number (ULPIN) to ensure clear property identification. Furthermore, the project includes full digitization and geo-referencing of land registration maps. The ministry has also earmarked ₹37.5 crore to upgrade 75 sub-registrar offices into modern registration service centers, facilitating a completely paperless registration process.
To address disputes, an integrated revenue court system will be implemented. This modern case management system will be directly linked with land records, aiming to reduce the time and costs associated with legal battles. The conclusion of the map pilot for urban areas is also a key component of this phase.
Improving the ease of living and doing business remains the primary focus of this initiative. Through secure API-based integration, the program seeks to eliminate the need for citizens to make frequent visits to government offices. The ministry will monitor progress in real-time using an advanced DILRMP-MIS dashboard.
This program represents a significant step toward achieving the vision of a developed India. The government asserts that a reliable and integrated land information system will strengthen the nation's economic and administrative framework.
