Ministry of Social Justice Strengthens Educational Empowerment Through Scholarships and Digital Reforms
The Ministry of Social Justice and Empowerment has implemented significant financial support and digital reforms for SC, OBC, and other marginalized communities. Between 2014-15 and 2025-26, billions were disbursed under pre-matric and post-matric scholarship schemes. Technologies like DBT and Aadhaar-based authentication have enhanced transparency and accountability in the distribution process.

The Ministry of Social Justice and Empowerment has taken several significant steps to empower marginalized communities through education. Ministry Secretary Sudhansh Pant stated that the department is continuously working to ensure equal access to education for Scheduled Castes, Other Backward Classes, Economically Backward Classes, and nomadic tribes. The primary objective of these initiatives is to reduce financial barriers and assist students in accessing quality institutions.
The pre-matric scholarship scheme has focused on promoting literacy and reducing school dropout rates. Between the 2014-15 and 2025-26 fiscal years, central assistance of Rs 4,893.03 crore was released under this scheme, benefiting approximately 299.66 lakh students. In the 2025-26 fiscal year alone, Rs 562.36 crore was released, benefiting 26.79 lakh students.
In the field of higher education, the post-matric scholarship scheme plays a pivotal role. The goal of this initiative is to overcome financial challenges faced after secondary education. Over the last decade, central assistance of Rs 46,581.54 crore has been provided under this scheme, helping 612.98 lakh students pursue higher education. During 2025-26, Rs 6,186.95 crore was released, benefiting 47.53 lakh students.
Digital reforms have transformed the scholarship distribution system. Since 2021-22, the post-matric scholarship has been linked to the Direct Benefit Transfer (DBT) system, ensuring funds reach beneficiaries' Aadhaar-linked bank accounts directly. This has not only reduced delays and leakages but has also increased transparency in the entire process.
The department has implemented anti-duplication measures to remove fraudulent beneficiaries. Biometric authentication and e-KYC verification are now mandatory for both beneficiaries and officials. Integration with DigiLocker and API Setu has also made the digital verification of documents seamless.
Integration with various educational databases like AISHE and UDISE has made it easier to verify institutional records. A multi-layered verification system is proving effective in preventing discrepancies. Coordination with UIDAI and NPCI ensures better management of fund flows.
Secretary Sudhansh Pant expressed confidence that technology-based reforms and continuous financial support will open new doors for students from marginalized communities. The ministry aims to build a transparent and accountable system that empowers students at the grassroots level.
