ICOAS Day 2026: Emphasis on cost management and financial efficiency for Aatmanirbhar Bharat
The Indian Cost Accounts Service (ICOAS) celebrated its foundation day, discussing the role of cost optimization for a self-reliant India. Senior officials from the Ministries of Defence and Finance highlighted the importance of financial prudence and innovation.

On the occasion of ICOAS Day 2026 held in New Delhi, officers of the Indian Cost Accounts Service reiterated their commitment to achieving the goal of Aatmanirbhar Bharat. Defence Secretary Rajesh Kumar Singh attended the event as the chief guest, while Secretary of Defence Production Sanjeev Kumar served as the guest of honor.
The theme for this year was 'The Role of ICOAS Officers in Cost Optimization for Aatmanirbhar Bharat.' Defence Secretary Rajesh Kumar Singh praised the analytical capability and dedication of the officers in strengthening cost management in government departments. He stated that financial monitoring in the defense sector is a catalyst for self-reliance.
Secretary of Defence Production Sanjeev Kumar highlighted the role of cost accounting in promoting indigenous manufacturing. He said this would not only reduce dependence on imports but also increase India's competitiveness in the global market. He called upon officers to build better synergy with strategic sectors.
Expenditure Secretary of the Ministry of Finance, V. Vumlunmang, said in a video message that in the growing era of public-private partnerships, ICOAS officers will play a crucial role in ensuring cost efficiency and proper risk allocation.
A commemorative e-brochure of the service was released during the event. Chief Adviser (Cost) Anand Kumar Pal encouraged officers to adopt the latest financial modeling and data visualization techniques.
Recognizing the outstanding work of young officers, six individuals were awarded certificates of appreciation. Additionally, technical sessions on the use of artificial intelligence and stress management were organized to prepare officers for modern challenges.
This event proved to be a platform for capacity building and strategic dialogue, clarifying the indispensable role of ICOAS in building a developed India.
