Government's 'Districts as Export Hubs' Initiative: Transforming Every District into a Global Trade Center

The Indian government has launched the 'Districts as Export Hubs' (DEH) initiative to transform every district into an export center. By connecting local products to international markets, the program aims to boost employment and economic growth. As of January 2026, over 770 districts are covered under this framework, supporting India's goal of inclusive and competitive export-led development.

The Indian government has implemented the 'Districts as Export Hubs' (DEH) initiative as a primary framework to make the country's export sector more inclusive and competitive. The core objective is to leverage the unique strengths and resources of every district, transforming them into hubs for export planning. This approach is based on the 'One District One Product' (ODOP) concept, which helps connect locally produced goods to international markets.

Exports have become a vital pillar of India's economic progress. In 2024-25, India's total merchandise and services exports reached a record high of 825.25 billion USD, with projections suggesting an increase to 863.11 billion USD in 2025-26. Previously, export activities were largely confined to major industrial clusters, but now products from remote districts are gaining international recognition.

This initiative is not a separate funding scheme but a coordination framework that utilizes resources from existing central and state programs. The Department of Commerce and the Directorate General of Foreign Trade (DGFT) oversee its implementation. Committees formed at the state and district levels work to identify export opportunities and address local bottlenecks. By March 2026, export action plans had been drafted for 590 districts.

Under the DEH initiative, special emphasis is placed on product quality, packaging, and branding. Small entrepreneurs are being provided global access through e-commerce platforms and post office export centers. Furthermore, in collaboration with institutions like the Exim Bank, the export ecosystem is being strengthened in selected districts.

Since June 1, 2026, the government has adopted a result-oriented approach to accelerate the implementation of this initiative. The first phase covers 27 states and union territories. The goal is to increase the registration of new exporters and boost export value through GI-tagged products and MSME clusters.

This initiative is not only turning local economies into centers of trade and investment but is also playing a crucial role in achieving India's 1 trillion USD export target. Enhanced coordination between the center, states, and districts will further strengthen India's export-led growth.
