Lok Sabha Speaker Om Birla paid floral tributes to former Speaker Bali Ram Bhagat at the Samvidhan Sadan on his birth anniversary. A freedom fighter and veteran parliamentarian, Bhagat served as the Speaker of the fifth Lok Sabha. He also contributed to the nation as a Union Minister and Governor of Rajasthan and Himachal Pradesh.
Lok Sabha Speaker Om Birla paid heartfelt tributes to former Lok Sabha Speaker Bali Ram Bhagat today at the Central Hall of Samvidhan Sadan on the occasion of his birth anniversary. Lok Sabha Secretary General Utpal Kumar Singh also offered floral tributes to the late leader.
Bali Ram Bhagat, a veteran freedom fighter, had a long and distinguished parliamentary career. He was elected to the Provisional Parliament in 1950 and subsequently served as a member of the first to fifth, seventh, and eighth Lok Sabhas. He represented the people in the House seven times.
In January 1976, he was elected as the Speaker of the fifth Lok Sabha. During his tenure, he emphasized the dignity and impartiality of the House. He maintained that the Speaker acts as a servant of the House and must treat all sections with equality.
Throughout his career, Bhagat held key portfolios in the Union Cabinet, including External Affairs, Finance, Defence, and Planning. Additionally, he served as the Governor of Himachal Pradesh and Rajasthan. He passed away in New Delhi on January 2, 2011.
His tenure as Speaker saw significant efforts to strengthen parliamentary procedures. In March 1976, the first conference of the Committee of Chairmen on Government Assurances was held under his leadership. He also played a pivotal role in establishing an institute for parliamentary studies and training.
Reflecting on his legacy, Om Birla noted that Bhagat's life was dedicated to the freedom struggle and the development of democratic institutions in independent India. His commitment to parliamentary discipline and rules remains a source of inspiration.
Bhagat was known for his deep understanding of parliamentary processes and his firm commitment to order. He remained calm and composed even in difficult situations, earning him respect across all political spectrums in the House.
