Vibrant Villages Programme: Transforming border villages and strengthening national security
The Government of India is transforming border villages into hubs of development through the Vibrant Villages Programme. With a total outlay of 11,639 crore rupees, the scheme aims to improve infrastructure, create livelihood opportunities, and strengthen border security.

The Vibrant Villages Programme (VVP) has redefined the role of India's border villages. They are no longer just remote outposts but have become strategic partners in national security and development. With a total budget of 11,639 crore rupees, the programme is expanding basic amenities like roads, electricity, healthcare, and education.
India shares over 15,000 kilometers of international borders. For decades, these areas remained isolated due to difficult terrain and poor connectivity. Launched in 2023, the programme focuses on the holistic development of these settlements, treating them as the 'first villages' of the country rather than the last.
The programme is being implemented in two phases. VVP-I focuses on northern border villages and was launched in Arunachal Pradesh in 2023. VVP-II was launched in Assam in 2026, covering all other international borders. Both phases aim to empower over 2,616 villages.
The government's goal is to build secure and prosperous border communities. Through a 'hub-and-spoke' model, the programme promotes livelihood support, tourism, and local products. By July 2026, the Ministry of Home Affairs had approved projects worth over 3,020 crore rupees, including roads and bridges.
Tourism has emerged as a key component of the programme. Through viewpoints, eco-resorts, and trek routes, the local economy is finding new direction. Additionally, residents are being integrated into the mainstream through awareness campaigns and skill training.
From a security perspective, a self-reliant border population is a major asset for the nation. In states like Arunachal Pradesh, security forces are purchasing milk and vegetables locally, providing a guaranteed market for villagers.
The programme is being implemented through village action plans that prioritize local needs. A committee chaired by the Cabinet Secretary has the authority to relax guidelines as needed to ensure there are no obstacles to development work.
Ultimately, the Vibrant Villages Programme aims to lay the foundation for a developed India by 2047. With better connectivity and economic opportunities, these villages are not only improving their living conditions but also making the country's borders more secure.
